when does Google page ranking come out?

I have a new website that is about a month old . I think it is so young that it has not been ranked. When does Google come out with its page rankings?

Google wont rank your page until it is worthy of ranking, it must be indexed by google
(do you have a sitemap.xml ? Have you submited it, or the homepage inweblaster tools?)
and have good content and have good backlinks.

I have had my site running for about 10 months now, its only recently got ranked at 0, Im building it up, the content is good, the backlinks are slowly building up, you never know in another 5 months of hard work linkbuilding I may have a PR of 1
