I want to start an SEO (Search Engine Optimization) company. What skills should I sell to my clients? How do I implement those skills? How much should I charge these clients?

There are various free tool available on the net that allows organizations to measture their performance on various search engines.

As the others have stated, an SEO firm should help your site organically rise in search engine rankings. Without SEO (search engine optimization) you would only get found via expensive advertising. I learnt how to do my own SEO from scratch using an excellent book, Search Engine Optimizatiom An Hour A Day which I would highly recommend.
I am also in the process of publishing some free info on SEO on my site http://ironmongeryshoponline.co.uk/privacy.php and on my wordpress blog, http://ironmongeryshop.wordpress.com which you are free to use.
I strongly recommend trying this yourself, then if you decide to employ an SEO later at least you will know what to ask for and what to look out for. Good luck
