If you do not have the financial resources to leverage an actual affiliate network such as Commission Junction, Share A Sale or LinkConnector, you should go directly to the sites that you believe would be a good fit to promote your product and ask them to join your program. There are also many forums around that feature opportunities to recruit affiliates.
You can join these top 4 affiliate networks, they are top voted, and some of agree with paypal.
