The problem came from all the link exchange farms that sought to circumvent Google's need to show quality sites. Better links come from sites that you don't link back to. The question than becomes,"Why would a website give you a link without an exchange?" Two answers. 1) For money, you pay them to link to you. 2) Your success is good for them.
