There are 106 factors alone that help sites rank in Google. You listed only a few. Meta tags don’t help much any more.

Why not conduct an SEO seminar in your area? You could charge for it, if you have the credentials to support that. It’s a great way to get clients, because if you spend a half day or a full day teaching somebody about SEO, they’ll trust you more than they’ll trust some faceless company they find on the Internet.

the answer to the above is correct, try to join those freelance site. Oh another thing is if you can provide your customer some example site you have already optimize, that would greatly help
