You have to understand the concept of what Pagerank is and how it works to understand how to "improve" it. At the end of this answer are some links to useful resources to provide more information not provided in this answer.

Pagerank is "not" a site wide value, each web page has it’s own unique Pagerank value. So, your first lesson is Pagerank is for web pages not websites.

Pagerank is best described as a voting system, you would recieve a so called vote from a inbound link on another website. The vote can vary due to other outbound links that might appear on the off site web page linking back to you.

This would give the basic example that backlinks are the primary if not only way to increase a web page’s Pagerank value. As always each web page has it’s own value to the so called vote.

Lets look at it this way, backlinks are the way you increase your Pagerank, get other websites linking to you. Proper internal URL structure will help increase on-site web page’s Pagerank. Also building backlinks to inner pages is a good practice as well.

An interesting site.. To increase your page rank you will need to get quality incoming links. Quality links doesn’t just mean websites with high page ranks but rather high page ranks with related topics. So if you were looking to receive a high page rank then you would want to network with other celebrity websites. The goal is to create a group of websites all ‘feeding’ off each others websites, all with similar interests but not each others competition.

Write good origanal content.
get some one way links from subject related sites.
Start a blog about your web site with a link to your web site.
Regularly post on that web site.
Write original articles about your subject matter with links to you blog or website and submit them to free article sites.
