How do I find a reputable SEO expert and how much do they generally charge?
I see the same, comparable small businesses as my own listed in the top 2 listings in Google Searches year after year? These businesses are not more qualified nor more established than mine. How can I get my business listing to move to the top in the rankings?

I assume the "top 2 listings" are not sponsored PPC listings. If not, then it comes down to organic SEO. Many factors are involved in achieving top organic rankings. Keyword density, inbound links, outbound links, proper use of meta tags, use of alt tags, etc. When looking for a "reputable SEO expert" ask for specific examples of their seo results achieved for their clients and ask for a phone number to their client to contact as a reference.
Cost. I have competitor that provides organic seo services and charges $13K /year and guarantees 20 keywords/phrases within the first 3 pages of Google…my opinion, WAY TO EXPENSIVE. I have clients that I have charged as little as $600 to $800 and they have dozens of keywords on the first page of Google with many in the #1 position. One client in particular has been #1 in Google out of 70 Million results for nearly 2 years without any additional work to her site for a pretty general key phrase. Just be sure to ask for plenty of examples and shop around.
